Victor Chen is one of the founding partners of LCC Partners Law Office. He is also an arbitrator at the Chinese Arbitration Association, and a financial committee member of the Taiwan Bar Association. In addition, he is a chairman of Everlance Co., Ltd. remuneration committee. Victor was also an independent board member of Crystal Applied Technology Inc.

Victor is a Ph.D. candidate of Renmin University of China and also the General Secretary of its Taiwan alumni association. Victor has served on the International Trade Commission and assisted the  Ministry of Economic Affairs and the Ministry of Finance in petition and administrative litigation work.

In addition, Victor is the legal advisor for many government-owned corporations and entertainment corporations. He has handled life and non-life insurance disputes, construction lawsuits and derivatives disputes between investors and banks. Other experience includes asset conveyance, due diligence  for listed and OTC companies. Victor also has considerable experience handling high profile criminal cases, as well as in filing constitutional interpretations for officers and legislators.
